The Position

This is a rare opportunity for an experienced development professional to join the Saint Paul Port Authority management team. As the Director of Development, reporting to the SVP of Real Estate and Development, you will have the opportunity to manage a wide range of high-profile projects across the City of Saint Paul. In addition to day-to-day requirements, you will be instrumental in helping us meet our strategic goals and stay true to our mission.

Primary Responsibilities Managing Development Projects

  • Manage redevelopment projects for infill urban redevelopment, adaptive reuse, and ground-up construction, with a focus on construction contract administration and oversight
  • Direct project prioritization, sequencing, and funding for development projects 
  • Oversee team efforts tied to owned properties and joint ventures (acquisition, development, negotiations, management, and leasing)
  • Guide the entitlement process for projects, attend public agency meetings, secure permits, approvals, and other entitlements 
  • Select and manage design teams (civil, environmental, geotechnical, architect, mechanical engineer, and electrical engineer), secure project funding, and break down barriers to development, while leading project teams through site acquisition, design, and construction
  • Provide oversight of project managers including fiscal management of budgets, schedules, and contractor and consultant oversight 
  • Evaluate and recommend annual operating and project specific budget proposals
  • Develop sources and uses budgets, track project budgets for funding reimbursements from a variety of sources for remediation and redevelopment projects, and secure additional funding when feasible 
  • Procure environmental liability assurances (planning commission, city council, watershed district, etc.)
  • Engage key stakeholders including residents, city/county leadership, elected public officials, and private development partners 
  • Implement social equity and sustainability strategies within redevelopment projects 

Primary Responsibilities Managing River Projects

  • Oversee harbor management and participate in river and freight related advisory groups 
  • Provide direction to development team project managers to plan, implement, and oversee river capital improvement projects and maintain tenant relations 
  • Support site acquisition activity, new and existing lease negotiations, real estate re-positioning and dispositions 
  • Manage relationships with river stakeholder groups and tenants 

Position Requirements

  • Bachelor’s degree in engineering, real estate, urban planning, construction, or related field
  • 8+ years relative experience with property acquisition/disposition, brownfields, harbor management, real estate, project management, and/or personnel management. This should also include 5+ years leading multiple complex projects from design to delivery
