Vendor Application Form
All vendors working with the Saint Paul Port Authority are asked to complete the following forms:
Construction Projects $100,000+
For construction projects exceeding $100,000 the Saint Paul Port Authority follows the City of Saint Paul’s requirement of using a formal, sealed and competitive bidding process, per the State of Minnesota’s Uniform Municipal Contracting Law – Chapter 471.345.

Construction Projects less than $100,000
When a construction project is estimated to cost less than $100,000 the Saint Paul Port Authority requests quotes from three vendors and selects the lowest cost bid.
Projects Funded through Federal Environmental Protection Agency (EPA) Funds
Every three years the Saint Paul Port Authority undergoes a Request for Qualifications (RFQ) process to solicit vendors needed to complete projects funded by the EPA, primarily environmental and civil engineering firms. The last RFQ took place in Q4 2016; the next will be conducted in Q4 2019.
